Evacuation Objectives, Policies, Procedures, and Evaluation
Objective:
To train people on the evacuation procedures (do’s and don’ts) during an earthquake.
When to evacuate
Wait for evacuation order but with leeway to evacuate when indicated without waiting for order.
What to bring out when there is still time
Records
Money
How to evacuate fast yet safe
Which routes and stairways to take
Which hospital exit and evacuation holding area to target
Do not use elevators.
Do not run. Do not push. Do not cause STAMPEDE.

General Policies for
2006:
There will be selective evacuation of people for 2006.
No actual inpatients will be included in the evacuation exercise. Only mock patients.
No disabled outpatients will be included in the evacuation exercise.
Ambulatory outpatients and visitors will be invited to participate in the evacuation exercise.
Staff are expected to participate in the evacuation exercise except for those exempted because of valid reasons (health, needed service, critical areas, caretakers, marshals, etc.)
There should be no significant disruption of service in critical areas.
Evacuated areas should be secured and protected from theft. There must be at least one staff (caretaker) left behind to hold the fort unless the room / office can safely be locked.
The elevators should NOT be used during evacuation.
There should be no stampede.
There should be no injuries as a result of evacuation.
There should be order and security in the evacuation holding areas.

DSMT
Medical secretaries in 5th, 4th, 3rd, and 2nd floors
Ambulatory patients willing to participate
Relatives of outpatients willing to participate
Physicians in these floors willing to participate
Diagnostic Centers (Radiology, Nuclear Medicine, Lab, Special Diagnostics)
Ambulatory patients and relatives willing to participate
Staff minus caretakers
Student nurses
Outpatient Services Centers (Rehabilitation Medicine, IMSD, OPD, CSR, Medical Records)
Ambulatory patients, clients and relatives willing to participate

Procedures:
Elevators will be shut off at 8:50 am.
Signal for
evacuation: at 9:20 am – Code EVAC – 5TH FLOOR DOWN.
Walk briskly towards nearest hospital exits and evacuation
holding areas.
Do not run.
Do not push.
Do not stampede.
Timing of evacuation: 1 minute per floor – 5 minutes
